KRis Rosa

Partner

Kris Rosa provides strategic planning, political consultation, analysis, and direct lobbying for clients to help them craft legislation and amendments, prioritize their legislative agenda, and develop and maintain key government agency relations. She has extensive experience in a wide range of complex public policy issues including privacy, marketing, healthcare, banking and financial services, corporate taxes, education, tech, procurement, housing, and transportation.

A twenty-year veteran of the Third House, Kris was previously a partner at Noteware and Rosa before founding Rostrum in 2019. She is a board member of the Institute of Governmental Advocates, which represents the leading professional lobbyists and lobbying firms in California’s Capitol. She is a graduate of the University of California at Davis.

 

 

Craig Swaim

Partner

Craig Swaim works to help clients achieve their policy and political goals by providing lobbying, policy analysis, and political strategy services. A veteran of multistate lobbying, Craig also helps clients promote their policy priorities to legislative audiences outside California and shape the debate on nationwide policy issues before legislation surfaces in Sacramento.

Prior to joining Rostrum, Craig spent 10 years as a Capitol staffer, working in both houses of the Legislature and as a Legislative Analyst under Governor Arnold Schwarzenegger. After leaving the Legislature, Craig spent 7 years at Bayer US LLC where he led the company’s legislative efforts in 11 western states with an emphasis on healthcare, environmental, employment, and tax issues. 

A fourth-generation Californian from the Central Valley, Craig is a proud product of the state’s public education system. He earned his bachelor’s degree from Humboldt State University and a master’s degree from Sacramento State University.

 

 

Nico Molina

Legislative Coordinator

Nico Molina supports Rostrum’s lobbying team by coordinating meetings with legislators, clients, and state agencies. Nico also tracks legislation for Rostrum clients and ensures that testimony, floor alerts, and other advocacy materials reach relevant legislator and committee offices. Nico also serves as Rostrum’s office manager and is responsible for the day-to-day operation of the office including invoicing, FPPC compliance, and general administrative duties. Before joining Rostrum, Nico spent four years as a dispute resolution specialist for the Better Business Bureau of Northeast California. 

Nico is a graduate of Portland State University where he earned a Bachelor of Arts in Communication Studies with a minor in Business Administration. In his downtime, he enjoys trail running, spending time with his family, and supporting the local brewery scene in Sacramento.
